On November 13, 2024, a historic Memorandum of Understanding (MOU) was signed between three leading institutions: Chulalongkorn University, Khon Kaen University, and the University of California, San Francisco (UCSF). This MOU aims to foster academic collaboration in ophthalmology, research, and education, marking a significant milestone in medical advancements between Thailand and the United States. The signing ceremony took place at the 52nd Annual Scientific Meeting of the Royal College of Ophthalmologists of Thailand, held at Centara Grand Bangkok, under the theme “Together Better Vision.”
Representatives from each university attended the event, including Prof. Wasee Tulvatana from Chulalongkorn University, Assoc. Prof. Tanapat Ratanapakorn from Khon Kaen University, and Assoc. Prof. John Gonzales from UCSF. Each representative is a prominent figure in ophthalmology and has made substantial contributions to medical research and patient care. The signing of this MOU demonstrates the commitment of all three universities to connect their research efforts, enhance medical expertise in ophthalmology, and create a global network for educational and research excellence.

Prof. Wasee Tulvatana from Chulalongkorn University shared similar sentiments, adding, “We are honored to work alongside leading institutions like UCSF and Khon Kaen University. This partnership will allow us to share advanced treatment methods and knowledge with the Thai ophthalmology community, strengthening research capabilities in the Southeast Asian region.”
Assoc. Prof. John Gonzales from UCSF highlighted the importance of this academic linkage, saying, “Collaborating on research and exchanging faculty members with Thailand will help our field grow and allow us to learn from one another. การลงนามบันทึกความร่วมมือทางวิชาการระหว่างจุฬาลงกรณ์มหาวิทยาลัย มหาวิทยาลัยขอนแก่น และมหาวิทยาลัยแคลิฟอร์เนีย ซานฟรานซิสโก
วันที่ 13 พฤศจิกายน พ.ศ. 2567 สาขาวิชาจักษุวิทยาจากสามสถาบันชั้นนำ ได้แก่ จุฬาลงกรณ์มหาวิทยาลัย มหาวิทยาลัยขอนแก่น และมหาวิทยาลัยแคลิฟอร์เนีย ซานฟรานซิสโก (UCSF) ได้ร่วมลงนามในบันทึกความเข้าใจ (MOU) เพื่อสร้างความร่วมมือในการพัฒนางานวิชาการ การศึกษา และการวิจัยด้านจักษุวิทยา พิธีลงนามนี้จัดขึ้นภายในงานประชุมวิชาการครั้งที่ 52 ของราชวิทยาลัยจักษุแพทย์แห่งประเทศไทย ณ โรงแรมเซ็นทารา แกรนด์ กรุงเทพฯ ภายใต้แนวคิด “Together Better Vision” ซึ่งมีวัตถุประสงค์ในการยกระดับความรู้และนวัตกรรมด้านการรักษาสายตา และส่งเสริมการแลกเปลี่ยนความรู้ทางวิชาการระหว่างประเทศไทยและสหรัฐอเมริกา
การลงนามในครั้งนี้มีผู้แทนจากแต่ละสถาบันเข้าร่วมอย่างเป็นทางการ ได้แก่ ศ.พญ. วสี ตุลวรรธนะ ผู้แทนจากจุฬาลงกรณ์มหาวิทยาลัย รศ.ธนภัทร รัตนภากร จากมหาวิทยาลัยขอนแก่น และ Assoc. Prof. John Gonzales จาก UCSF ซึ่งทั้งสามคนเป็นผู้เชี่ยวชาญด้านจักษุวิทยาที่มีชื่อเสียงและมีบทบาทสำคัญในวงการวิจัยและการแพทย์ การลงนามในบันทึกความร่วมมือครั้งนี้แสดงให้เห็นถึงความมุ่งมั่นของทั้งสามมหาวิทยาลัยในการเชื่อมโยงการวิจัยและพัฒนาความสามารถในการดูแลรักษาผู้ป่วยด้านจักษุวิทยา รวมทั้งสร้างเครือข่ายการศึกษาและวิจัยระดับนานาชาติ
ความร่วมมือทางวิชาการนี้จะเน้นไปที่การพัฒนาโครงการวิจัยร่วมกัน การแลกเปลี่ยนบุคลากรและนักศึกษา รวมถึงการจัดอบรมเชิงปฏิบัติการสำหรับแพทย์และนักวิจัย เพื่อให้เกิดการถ่ายทอดความรู้และทักษะทางการแพทย์ที่จำเป็นในการพัฒนาศักยภาพบุคลากรในสาขาจักษุวิทยา โครงการที่กำลังจะเกิดขึ้นนี้มีเป้าหมายในการเสริมสร้างความเข้มแข็งให้กับนักวิจัยและแพทย์เฉพาะทาง ให้มีความรู้และความสามารถในการดูแลรักษาผู้ป่วยด้วยมาตรฐานสากล และเปิดโอกาสให้นักศึกษาได้เรียนรู้ประสบการณ์ตรงในสถานการณ์จริงจากทั้งสองประเทศ
รศ.ธนภัทร รัตนภากร ผู้แทนจากมหาวิทยาลัยขอนแก่น กล่าวว่า “ความร่วมมือในครั้งนี้จะช่วยยกระดับคุณภาพการศึกษาและวิจัยของนักศึกษาจักษุแพทย์ในประเทศไทย นอกจากนี้ ยังเป็นการเสริมสร้างศักยภาพของนักวิจัยไทยให้มีโอกาสเข้าร่วมโครงการที่มีมาตรฐานสูงระดับนานาชาติ ซึ่งเป็นประโยชน์ต่อการพัฒนาระบบสาธารณสุขของประเทศ”
ขณะที่ ศ.พญ. วสี ตุลวรรธนะจากจุฬาลงกรณ์มหาวิทยาลัย ได้กล่าวว่า “เรารู้สึกยินดีที่ได้ร่วมงานกับมหาวิทยาลัยชั้นนำอย่าง UCSF และมหาวิทยาลัยขอนแก่น ความร่วมมือนี้จะทำให้เรามีโอกาสแบ่งปันความรู้และวิธีการรักษาที่ทันสมัยให้กับวงการจักษุแพทย์ไทย และเสริมสร้างความเข้มแข็งในด้านวิจัยในระดับภูมิภาคเอเชียตะวันออกเฉียงใต้”
ในขณะเดียวกัน Assoc. Prof. John Gonzales จาก UCSF ได้กล่าวถึงความสำคัญของการเชื่อมโยงทางวิชาการระหว่างสถาบันว่า “การแลกเปลี่ยนบุคลากรและการพัฒนางานวิจัยร่วมกันกับประเทศไทย จะช่วยให้วงการจักษุแพทย์ของเราเติบโตและสามารถเรียนรู้จากกันและกันได้ เราหวังว่าความร่วมมือครั้งนี้จะสร้างผลลัพธ์ที่ยั่งยืนและเป็นประโยชน์ต่อผู้ป่วยและวงการวิชาการทั่วโลก”
การลงนามบันทึกความร่วมมือในครั้งนี้ไม่เพียงแต่เป็นการสร้างเครือข่ายการศึกษาและวิจัยระหว่างประเทศเท่านั้น แต่ยังเป็นการเปิดโอกาสให้เกิดการพัฒนาและการเรียนรู้ที่สำคัญสำหรับบุคลากรด้านจักษุแพทย์ การแลกเปลี่ยนบุคลากรและการทำวิจัยร่วมกันจะนำไปสู่การสร้างองค์ความรู้ใหม่ ๆ และการพัฒนานวัตกรรมการรักษาที่จะเป็นประโยชน์ทั้งในระดับท้องถิ่นและระดับสากล ความร่วมมือในครั้งนี้ถือเป็นก้าวสำคัญในการสร้างอนาคตที่ดีกว่าในการดูแลสุขภาพสายตาของผู้ป่วยทั่วโลก
